Here's a secret: the large regional and national process servers refer most of their work to outside servers, with very little (or no) vetting of who they send it to! Sheriff's deputies typically have a lot on their plate so serving papers falls to the bottom of their to-do list. At Zodiac Legal Process this is our main job, and we handle all our own serves. We never refer work outside the company.
